Housing First is an innovative and groundbreaking program designed for young women and men on the prostitution continuum who are dealing with trauma, instability, and disconnection from support systems. The program is based on the Housing First approach, according to which creating a safe and stable living space is the starting point for a process of rehabilitation, recovery, and independence. Alongside the housing solution, participants receive an intensive, personally tailored care package that includes emotional support, securing of rights and benefits, and assistance in the areas of health, employment, education, social connections, and life-skills development. The program is operated by ELEM and Shalom (Chochmat Nashim), the Ministry of Welfare and Social Affairs, the Schusterman Foundation, and the Tel Aviv-Yafo Municipality.

Good People – National Project
Good People is a national program for emergency intervention, harm reduction, and providing assistance to young people in nightlife venues, nature parties, and festivals. The program operates on the understanding that alongside experiences of freedom, belonging, and enjoyment, there are young people in these spaces who face situations of risk, psychological distress, abuse, and various emergency events. The program’s teams set up protected spaces in the field where they provide accessible, non-judgmental professional presence, provide information and harm-reduction tools, and offer support and initial assistance in emergencies and psychological crises. The team maintains ongoing contact after the event when needed, connecting young people with relevant resources in the community. Since the events of October 7th, the project has adapted to changes taking place in nightlife culture, including a focus on trauma-informed work. The program is operated by ELEM in partnership with the Ministry of Public Security.
Gan Meir Mobile Unit

A space operating 24/7 for homeless young women. The space provides a place to sleep, a hot meal, and a humanitarian support package. Emotional support and treatment, group work, workshops, securing of rights, and employment guidance.
Adi Center Beit Shemesh
The Adi Center (Strength, Care, Friendship) is a day center, a unique therapeutic-educational framework operating in the community, designed for girls (ages 15-17) at the far end of the risk continuum. The center serves as an alternative to out-of-home placements and offers a protected environment and a holistic support package that includes individual and group emotional treatment, and educational assistance (sometimes through the Hila program). The Adi Center operates on a model that combines a ‘warm home’ with an emphasis on gender sensitivity, with the aim of strengthening the girls’ self-image, giving them life skills, and preventing them from dropping out of the community, while maintaining their connection with their family and natural environment.
MTL – Treatment Center for At-Risk Youth – Bat Yam
MTL is a therapeutic framework of ELEM, in partnership with the local authority, providing a professional response for young people dealing with trauma, risk situations, and life crises. Within MTL, individual emotional treatment, group work, family guidance, and training for professionals are provided, at eye level and tailored personally to the needs of the youth and young people. The framework operates in cooperation with welfare, education, health, and community treatment agencies, with the aim of enabling a process of processing, strengthening, and building a better future.
